Anthony Kim

Disbursements

Anthony Kim is the Division Chief of the Disbursements Division. Mr. Kim began his service with Los Angeles County in July 2001 with the Auditor-Controller’s Audit Division. Mr. Kim has served in a variety of assignments, including as a Senior Investigator in the Office of County Investigations, as a Chief Accountant at Disbursements Division, and as Assistant Division Chief at Shared Services Division overseeing operations providing accounts payable and procurement services for the County of Los Angeles departments.

Mr. Kim holds a Bachelor of Science degree in Business Administration from the University of Southern California. He proudly served in the United States Navy as a Disbursing Clerk in the USS Downes FF-1070 Knox-class frigate and in the US Naval Construction Battalions known as the Navy Seabees.

Disbursements

The Disbursements Division is responsible for issuing payments on behalf of the entire County through the use of warrants, direct deposits, and electronic fund transfers; establishes Countywide disbursement policies and procedures while ensuring compliance with State and Federal regulations; maintains centralized disbursement records, including warrant registries, negotiated warrants, and unclaimed checks; educates departments on the proper reporting methods of the sales and use taxes; regulates and monitors the County’s travel policy; acts as a liaison between the County and certified small businesses by assessing and resolving payment policy issues; and keeps current with industry security standards, technology innovations, and crime trends by regularly improving and updating existing payment processes.
